LISBON — The new water tower on the north side of Lisbon will be marked with a sliding “Lisbon” in black letters against a tan background.

Lisbon Board of Public Affairs Chairman Bill Hoover showed council members a copy of the design Tuesday, saying the painting inside and out will begin next week consisting of a primer, a sealing coat and a top coat.

Construction of the new water tower is complete, but he said the 500,000-gallon tank won’t be operational until the middle of next year and is expected to increase water pressure for the north end of town.

Senior plant operator Chris Peterson stressed that the reason black lettering will be used is because none of the paint colors available came close to Lisbon’s version of blue.

Council approved a suggestion made by Councilman Jerry Cox to only meet once a month in July, August and September on the second Tuesday of each of those months. The next council meeting will be at 6:30 p.m. July 9. A combined meeting of the personnel and street committees will be held at 4:30 p.m. July 2.

In other business, council agreed to contract with Barnes Tree Service to remove three trees on East Spruce Street for $4,000 and for Vertical Solutions Services LLC to remove the stumps for $536 as part of the East Spruce Street drainage project, with the money to come out of the shade tree account. Council had already approved up to $12,400 for the installation of 200 feet of pipe and five catch basins by GW Dailey Excavating for the drainage project.

Council agreed to reimburse the mayor for $1,000 paid to purchase a tractor broom that’s currently being refurbished for use on village streets. Fiscal Officer Tracey Wonner had questioned previously when the purchase went through a meeting and determined that council never approved the purchase formally. The decision to make the purchase happened quickly, not in a meeting, and was paid by the mayor.

During the meeting, business owner Renee Lewis complained to Lisbon council members about contractors at the Wilson Brothers building on East Lincoln Way trespassing on her property, adding that she’s sick of it and that she learned he didn’t have a contractor’s permit to work in the village..

A criminal trespass charge was filed recently in Columbiana County Municipal Court against contractor Elisha Murphy, 40, Pickering Street, East Liverpool, who had been cited for the charge last week. Arraignment was set for 8:30 a.m. July 2.

Lewis, who owns the Phoenix at 118 E. Lincoln Way, also owns the land behind it and raised an issue over the trespassing on June 17 when she contacted police. According to the police report, a contractor moved both of her dumpsters from the pad where they sit to put up scaffolding on the back wall of the Wilson Brothers building.

Mayor Peter Wilson, one of the brothers, was contacted by police about having the scaffolding moved and he agreed to talk to the contractor to have it moved. There was a verbal agreement between the contractor and Lewis for him to remove the scaffolding in the morning and to not do any work, but apparently some work was done to the wall before the scaffolding was removed.

Lewis wanted to pursue criminal trespass charges on the contractor, adding that the dumpsters were not returned back where they belonged. When interviewed, Murphy said he was told he’s not permitted on Lewis’s property and was recently on her property to install the HVAC units on the Wilson Brothers building. He was then cited.

Lewis asked council what they can do about that, when a contractor doesn’t have a permit. Village solicitor Alec Beech responded that he didn’t know if it’s a crime not having a contractor license.

Lisbon Police Chief Mike Abraham confirmed that a criminal trespass charge was being filed against the contractor. He was checking with Zoning Inspector Zachary Barkley about the permit issue and learned Wednesday that at least two warnings must be issued first before a minor misdemeanor citation can be issued.

In other matters, council accepted the resignation of full-time police officer Jordin Campbell, who was leaving for another job, and agreed to promote part-time officer Ryan Burcaw to full-time. Resolutions were approved related to the Local Government Fund and during another recent meeting, council hired Joshlyn Irey as a lifeguard.
